Dmitry Medvedev proposed convening legal scholars from countries of the “global majority” to develop common legal definitions of colonialism, neocolonialism, reparative justice and other concepts. He said opponents routinely exploit gaps in international law; the agreed interpretations could later be incorporated into international instruments and participating states’ domestic laws.
