Russian Energy Minister Sergey Tsivilyov said natural gas and the infrastructure and technologies needed to use it are important for developing countries’ industrialization and quality of life. He called gas a guarantor of global energy security and outlined the draft Moscow Declaration, grounded in energy justice, technological neutrality and equal, non-discriminatory access to energy resources and technologies.
