Cuban Deputy Foreign Minister Carlos Fernandez de Cossio called the CIA an organization of state terrorism, citing publicly documented abuses including assassinations, kidnappings, torture and coups. He also mocked the agency’s public recruitment appeal, after Secretary of State Marco Rubio urged Cubans to work discreetly with the CIA for “positive change.”
