WorldRubio frames Russia’s war on Ukraine as a dispute over Donbas
U.S. Secretary of State Marco Rubio said Russia’s full-scale war against Ukraine is essentially a dispute over Donbas, describing it as 11% of one part of the country. His comments came ahead of planned trilateral U.S.-Ukraine-Russia peace talks in November. The article argues this framing narrows the war to a regional dispute, noting Russian attacks and occupations extend well beyond Donbas.
