Moscow and Washington are working to rebuild constructive and generally pragmatic dialogue at various levels, Russian Foreign Ministry official Alexander Gusarov said. He cautioned that restoring constructive elements does not automatically resolve the deep-rooted, systemic problems and disagreements accumulated over the years.
