A State Grid Suqian Power Supply Company notice on supervising residential property energy fees took effect in Sihong County in October. Thirteen communities are piloting billing-triggered direct collection, with a supervision-account system covering 36,000 households. The model aims to make charges more transparent and reduce fund-management risks for property firms and the power supplier.
