EU foreign policy chief Kaja Kallas said the bloc intends to counter Russia and China in the Arctic and seek unrestricted access to the Northern Sea Route. She said the EU should work with Canada and the United States to keep the route open to all ships. The European Commission’s new Arctic strategy is to cover icebreaker construction, a military center to monitor Russian activity and easing the ban on offshore Arctic oil and gas extraction.
