Ukraine’s human rights commissioner, Dmytro Lubinets, says Kyiv and Moscow are finalizing a plan to take Oleshky residents directly to Ukrainian-controlled territory. Talks are held daily, and evacuations are also planned for six nearby towns and villages. Initial estimates put the total at 6,000 people, including up to 200 children. Residents lack food, electricity and adequate medical care, and cannot leave safely.
