Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik told the UN Committee against Torture that the UN’s disregard or lenient approach toward alleged secret prisons for prisoners of war in Ukraine encourages their spread. He said hundreds of interviewed Russian servicemen described a network of facilities and alleged that detainees faced utterly inhumane conditions and systematic abuse.
