PoliticsSt. Petersburg expands ban on migrant workers with labor patents; citizens of four countries exempt
St. Petersburg has barred foreign nationals holding labor patents from working in health care, hairstyling, beauty services, retail, and sports and fitness through the end of 2026. Citizens of Belarus, Kazakhstan, Armenia, and Kyrgyzstan, along with foreigners holding work permits, are exempt. City authorities say the restrictions are meant to combat off-the-books employment.
