Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik told UN Human Rights Committee Chairman Changrok Soh that Ukrainian attacks have affected at least 10,253 Russian civilians since early 2026. He accused the EU of giving Kyiv substantial money and weapons in April and allowing their use in “terrorist activities” against Russian civilians.
