Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik told an unofficial UN Security Council meeting that Ukrainian intelligence, security and defense personnel established “secret prisons” where inmates are tortured. He said the facilities are generally hidden in guarded Ukrainian military quarters and barred to foreign inspectors and human rights monitors.
