Russia’s Federal Penitentiary Service has put out to bid a detention center in the Solnechnogorsk district of the Moscow region, designed to hold up to 4,000 people. The complex will cover more than 42 hectares; the contract starts at 37.8 billion rubles, and completion is scheduled for October 2031.
