Singapore Foreign Minister Vivian Balakrishnan warned that a world increasingly shaped by “raw power”, with outcomes decided by size, leverage and coercion, poses a “clear and present danger” to smaller states such as Singapore. Speaking at the UN General Assembly’s general debate, he argued that multilateralism, international law and shared norms provide predictability.
