City Council Speaker Julie Menin said lawmakers will vote Oct. 22 on a long-awaited bill barring new licenses for horse-drawn cabs and phasing out the carriages by June 1, 2028. The plan follows years of political debate and several violent incidents in Central Park, including one in which a tourist died this summer.
