> Canada’s House of Commons returns Monday, with Prime Minister Mark Carney expected at afternoon Question Period. MPs are set to debate his major projects bill, Bill C-39, which would set a one-year timeline for federal project decisions, establish “national interest” zones where some projects receive advance approval and change when the jobs minister can intervene.
