Andy Burnham has delivered his first speech to the Labour Party conference as prime minister. He proposed a National Care Service that would be free at the point of use, partly funded by changes to the triple lock from 2030, and discussed electoral, housing and water reforms. He received a standing ovation after becoming emotional while speaking about his father, who died a few weeks ago.
