The opening of a large electric-vehicle battery plant south of London, Ontario, has been delayed by two years. Planned as Volkswagen’s first battery facility outside Europe, it was expected to create thousands of jobs and add billions of dollars to Canada’s economy, but those benefits are now on hold.
