Latvian Prime Minister Andris Kulbergs said selective sanctions would amount to normalising Russia. He was responding to the EU’s removal of two Russian oligarchs from its sanctions list; Latvia had vehemently opposed the move until the last moment but ultimately agreed to the delisting.
