President Donald Trump proposed adding staging areas for U.S. military snipers and drone-launch facilities to plans for a towering triumphal arch in Washington. The project has raised concerns that it could overshadow the capital’s other memorials or create an aviation risk. Trump wants to build it at Memorial Circle between Arlington National Cemetery and the Lincoln Memorial.
