Nearly 3,000 people have fled Yemen since fighting resumed this month, crossing the sea to Djibouti; some were rescued after running out of fuel. Hundreds of families who escaped air strikes, shelling and street battles are crowded into a temporary shelter in Obock. More than 2,700 Yemeni refugees have arrived, and authorities say Djibouti cannot bear the burden alone.
