Prime Minister Mark Carney is due to give opening remarks at the Liberal caucus retreat in Ottawa on Friday, ahead of the House of Commons’ fall sitting next week. One of the Liberals’ first bills will implement the fuel excise tax extension he announced on Sept. 2. Carney returned Thursday from Strasbourg, where he pursued stronger ties with Europe centred on trade, defence and people-to-people links.
