The federal Conservative caucus is finishing its meetings in Penticton, B.C., under pressure to reverse the party’s political fortunes before Parliament returns. Four former Conservatives crossed to the Liberals during the last session, giving Prime Minister Mark Carney a majority government, and signs of division within the party are growing.
