Saudi academic and political analyst Khaled Batarfi says Riyadh held back from responding to Houthi attacks until the group struck civilian targets, including Mecca and Medina. He argues Saudi Arabia cannot be expected to act alone and that countries in Europe and Asia must respond to attacks disrupting maritime traffic in the Bab al-Mandab Strait.
