As the US president talks about making Canada the 51st state, Canada's leader is turning toward Europe. The European Commission president has floated ‘associate membership’, a status to be examined alongside the closer ties offered to Iceland, Norway, Switzerland and the UK, as Mark Carney visits Europe and prepares to address the European Parliament in Strasbourg.
