Police forces across England and Wales recorded 502,011 shoplifting offences in 2025-26, excluding cases handled by the British Transport Police. More than half of investigations ended without a suspect being identified. The government is considering measures beyond prison and drug treatment, including technology and court orders barring prolific offenders from certain shops or areas.
