Since Russia illegally occupied Crimea in 2014, it has systematically detained people opposing its rule, fabricated criminal cases against them and sent them to pretrial detention centers and prisons across the peninsula and beyond. The system expanded after the 2022 full-scale invasion, when Ukrainian civilians from newly occupied areas were also transferred to detention facilities in Crimea.
