PoliticsRep. Kiley Challenges Party Control in Congress

Independent California Rep. Kevin Kiley is calling for House rules guaranteeing committee assignments for lawmakers outside the two major parties, after his assignments were temporarily vacated when he left the Republican Conference. He also criticizes mid-decade redistricting, supports mail voting and says nationwide election policy should be set by Congress rather than executive order.
