> Meta has proposed paying up to $17bn to settle accusations from 51 US attorneys general that Facebook and Instagram were designed to addict young users and harm their mental and physical health. The agreement would impose teen time limits, overnight blocks, school-hour notification restrictions, age checks and a ban on cosmetic-procedure filters. About $5bn would be withheld until rival platforms adopt similar safeguards. Court approval is still required.
