> The UN has delivered aid to Qusra after Israeli settlers cut several Palestinian families off from food, water and electricity. Residents describe months of harassment and attacks, while rights groups accuse settlers of seeking to drive Palestinians from the area. Critics warn a plan to transfer law-enforcement powers in the West Bank could deepen Israel’s control there.
