> Conservative Abelardo de la Espriella took the oath of office as Colombia’s president on Friday. The ceremony was held under heavy security in Cali, in the country’s volatile southwest. Holding it there broke with the tradition of staging the inauguration in the capital. The choice of Cali was intended to signal a hard-line posture toward illegal armed groups.
