China brought a new Ethnic Unity Law into force in July, seeking to reinforce patriotism across every region, including areas whose populations are not predominantly Han Chinese. Tibet is one such region, where Mandarin has become more prominent as Han settlement has increased. Beijing says the measure will strengthen national integration. Tibetan activists, however, view it as another effort by Beijing to wear down the region’s distinct local identity.
