> Turnout has surged in the US midterms, with voting mostly smooth but problems reported in several places. Machines in New York’s Westchester County have been unable to scan up to 250,000 ballots, potentially delaying results there by days as ballots are counted by hand. A paper-ballot shortage turned voters away at some Illinois polling stations, while heavy rain and flooding affected voting in Florida.
