EconomyMarket Talk: Why is the Fed waiting to raise rates?

The Fed is expected to keep rates unchanged, though some officials may again advocate a quarter-point increase after three dissented in July. State Street’s Tim Graf expects at least a couple of dissents this month and says the case for higher rates is credible.
