> Trump announced during a Wednesday midterm campaign rally in Montana that the War Department would establish an advanced weapons technology test range there. Russia said Ukraine attacked a refinery in Ryazan on Oct. 15. Chinese state traders bought an estimated 520,000 to 650,000 tons of US soybeans this week, and the US Embassy in Fiji said China-linked hackers accessed a regional organization’s network there for several days earlier this year.
