> Ukrainian President Volodymyr Zelensky said Tuesday that a Russian ballistic missile struck a power plant in Kyiv without advance warning from Western allies, killing at least two people and injuring about 20. The attack followed a US-announced energy ceasefire between Moscow and Kyiv by days, raising questions about efforts to stop strikes on critical infrastructure.
