> Russia’s government has proposed raising military spending to around 17 trillion rubles, or about $200 billion, in 2027—27% above its initial 2026 allocation. Military and security forces would receive 43% of total government spending. Experts say the headline increase is partly driven by inflation and may obscure a gradual effort to sustain and modernize Russia’s military capacity for a prolonged war against Ukraine.
