> Vladimir Putin has ordered Russia’s military to add 15,500 personnel, the fourth expansion this year and bringing the total increase since March to 47,860. Analysts describe the move as largely technical and unlikely to alter the war’s dynamics, while saying it may reflect longer-term efforts to generate manpower for a protracted conflict.
