> Swiss voters are taking part in a referendum on whether to enshrine a stricter definition of the country’s centuries-old neutrality in the constitution. The vote comes as other neutral states boost defence spending and ties with NATO, and as Russia’s war in Ukraine and pressure on traditional alliances raise questions about how Switzerland can preserve its neutrality.
