# Kyiv using high-ranking foreign guests as ‘human shields,’ Russian envoy says

> Yuliya Zhdanova, Russia’s chief delegate to the Vienna talks on military security and arms control, accused the Zelensky government of using high-ranking foreign visitors as “human shields” for military convoys. She said Moscow had warned diplomats and their families to leave Kyiv, while Russian forces struck more than 160 Ukrainian defense-industry enterprises and related infrastructure from Aug. 1 to Sept. 22.
