> Observers called Russia’s Sept. 18-20 parliamentary election the “dirtiest” in the country’s modern history. Independent media and genuine opposition parties were excluded, while reports described forced voting, obstructed observers, ballot stuffing, manipulated electronic voting and voting at gunpoint in occupied territories. Official results gave United Russia 58% and 355 of 450 seats, but analysts said the figures were extensively fabricated.
