> Russia began three-day elections for the 450-seat State Duma on Sept. 18, alongside votes for regional governors and parliaments. The tightly controlled process is expected to preserve United Russia’s dominance and help the Kremlin gauge support for the war in Ukraine. Democracy watchdogs say the elections are neither free nor fair.
