> Finland has decided to participate in France’s “Forward Deterrence” project, the two countries’ leaders said. A joint statement described the move as consistent with their international obligations and important for European security and bilateral cooperation, while offering opportunities for strategic signalling and managing escalation below the nuclear threshold.
