> Declassified documents show that Spain’s National Intelligence Center warned Madrid and Moroccan agencies of social-media calls for migrants to breach Ceuta’s border by fence or sea shortly before tens of thousands arrived. Prime Minister Pedro Sanchez rejected claims that the warning anticipated the crisis’s scale, while opposition lawmakers accused the government of failing to act.
