> Prime Minister Pedro Sanchez says Spain has found no solid evidence that Morocco orchestrated or carried out the surge of about 72,000 people into Ceuta. He says Moroccan police allowed crossings during a 10-hour peak on July 30, but authorities have not determined whether this reflected inaction or an inability to contain the influx.
