> Spanish police arrested five people suspected of charging migrants up to €9,000 to smuggle them by small boat from Ceuta to mainland Spain. The arrests follow a deadly late-July border surge in which more than 70,000 migrants entered the enclave irregularly; dozens died and thousands remain there.
