> The UN delivered aid to Qusra after Israeli settlers cut several Palestinian families off from food, water and electricity. Residents describe months of harassment and attacks, while rights groups accuse settlers of trying to drive Palestinians from the area. Critics warn that Israel’s proposed transfer of West Bank law-enforcement powers could deepen its control there.
