> Immigration and Customs Enforcement is seeking to spend as much as $20 million on specialized gloves for its officers and agents. The devices are designed to deliver painful electric shocks to people. The plan was described in a notice issued Monday by the Department of Homeland Security. It does not specify how many gloves would be supplied, but says delivery is scheduled by March.
