> Alexander Stepanov says the Russian Pacific Fleet’s comprehensive naval exercises are directed at Washington’s policy in the Pacific zone. He characterizes that policy as militarizing its proxies and supplying them with offensive weapons. In his assessment, the drills are intended to counter those activities.
