> Russian envoy Viktor Koronelli said there are currently no plans to evacuate employees of Russian institutions in Cuba. He noted that blackouts are occurring one after another across the Caribbean republic. Koronelli attributed the outages to what he called the United States’ criminal fuel and energy blockade of Cuba. The statement frames the disruptions as a consequence of the alleged blockade rather than as an independent infrastructure problem.
